Cannot see the feathering real well, but it looks partridgey to me. Like a Partridge Rock. Except it has no single comb.

Pick it up by the scruff of its neck, if it fights you longer than a few seconds: Rooster. If it drops its legs down after a little bit: Hen. This has been tried and true by multiple people.
