What breed are these hens?

I recently bought 2 hens but the seller didn’t know anything about them. They both have 5 toes on each foot. They both have a fluffy head and are quite small compared to all my other chickens.

I have one that looks just like those, she is a silkie bantam mix

Definitely a crossbreed. If it is only two breeds that are crossed, probably one is crested and one is not. Maybe silkie, but I was thinking maybe a sultan crossed with a kind of lean egg-layer like a leghorn. I'm assuming she is full sized or a little small, but not a tiny bantam?

Feathers don't look like Silkies. With the slate colored legs, five toes, and top knot, they look like Houdan to me.

Not Houdan as they would have "v" combs.

Definitely a mix. Many Silkie first generation mixings do not have Silkie feathers nor the black faces.
