He is a Partridge Cochin and definitely a rooster, he has shiny glossy saddle feathers and the wing patch.

I appreciate it... Me and my wife were thinking partridge cochin at one time but we have absolutely no experience with cochins so we were just unsure and couldnt find any good pictures to match him up with. Thank yall so much

I agree, he's a Partridge Cochin rooster. A female would have a much different color pattern.
