What breed is this bantam rooster?

Hey all, I adopted this guy a little while ago and have no idea what he is. He has some awesome bright blue feathers.

I would guess at Old English Game Bantum but need a little better pic side view.

It's difficult to tell if he's Old English or not with the frizzling. If the legs are white he probably is that breed or a mix.
