They look to "gamey" to be Buckeyes to me. I'm sticking with Cornish "aka Indian Games".

eta: as to how you can tell... the one with the more flatish comb is a hen. The one with the raised comb is a rooster... And he looks very ragged in the saddle and tail area.

If one of them is a rooster is there a reason why it’s not crowing? It doesn’t sing in the morning or make much noise at all.

Do you have another rooster?
He may not be crowing because he's in a new area. Whether you have another roo or not, he may be silent until he knows he doesn't have competition. Crowing is used to establish territory and females... if a bigger, badder roo is in the area and you don't want to get thrashed, you keep your beak closed!
