Nope! Columbian Wyandottes lack any of the barring he's showing and also have rose combs

Thanks y'all for your input. After figuring out that no BCM chicks made it in this order, I pursued BCM hatching eggs instead. If my current batch is a success Mr. Delaware will have to find a new home.
