What Breed of chicken is this and what gender?

Here is a brief description

When we got him/her he/she was small and skinny, but healthy, today he/she is still healthy but is still is a small chicken. He/she is about 3 months old, maybe 3 1/2. He/she has really soft black feathers, except some of the tail feathers are blue, and on his/her chest there are light brown feathers on it. He/she has a short comb and waddles. I have seen this breed of chicken on a video but I don't what he/she is.

She looks like a Old English game Hen. I have one just like her and I also have one that's all black that's called a Asian Game Hen

looks like my 4 black sexlink hens.. when you say small, do you mean all around like a bantam or in weight?

I don't know much about bantams, I am a begginer in raising chickens so, anyway when she/he was little he was skinny, and kind of bony. There were a couple of small black ones like him/her when we got her/him.

He/she is not very fluffy like my other ones.
