If all else fails is there a way you can just build or move your coop/pen set up? I know it's a shoddy option but it's better than losing the girls all together.

You might try applying for a variance before you get an attorney involved.

Forms should be available online or at City Hall.

This is exactly what a variance is for. You've got the verbage of the code, you're asking for a variance from 200' to 150' per the original location of the coop, which predates the offended properties.

Usually the barrier to having your variance passed is a neighbor who doesn't agree. If all your neighbors agree (maybe have them sign a form that you can submit with the variance application), then you likely won't meet any resistance.
