What could this be....?

Okay, thanks! She seems 100% fine in all other aspects... and you can’t really see the affected area when she is walking around as her wing feathers meet in the middle and cover it... and it seems no other bird is affected in any way.. even her sisters.. they look beautiful.. so

Right, but they were only of couple weeks old as they are six weeks old now... no wormers... and I got them from a feed store where I’ve gotten some in the past.. I did get permethrin powder today.. should I go ahead and treat?
Depluming mites are hard to diagnose as they are basically invisible to the naked eye.
From what I've learned topical stuff won't touch them.
Here's some good pics:

Because the pic you posted also looks a bit like the damage that can occur with a rooster “favoring” a hen to me (it’s the right placement for it) rule out the simplest answers first idea.

As @aart said de-pluming mites are hard to diagnose due to size... they are closely related to Scaly leg mites, which are easier to spot from the damage they do being more visibly apparent. Supposedly skin scrapings and feathers can be examined under a microscope to identify if you are dealing with de-pluming mites vs feather picking. They are supposedly fairly rare in the USA (I’m assuming Canada as well) from what I’ve read.
