She's a pullet. RIR's have wonky tail feathers when young, but she doesn't have *correct me if I'm wrong* saddle feathers, but rounded feathers on her tail.

I have one that had tail feathers just like yours, and she is very much so a pullet. Not laying yet, but she is a girl.

I say pullet! I have a RIR/CQ 2nd gen that's 19 weeks & he's showed to be a cockerel

he was about 12-13 weeks here. So don't worry you have a pullet
