What gender is this

This is a small young silkie about 4 months old. I want to buy it

but I can't tell if they are hens or rooster please tell me.

Can anybody tell what gender this 21 week old cochin bantam is? It grew waddles fast but doesn't crow or act manly. It now has a smaller comb then my barred rock girls that are the exact same age and are laying. Has anyone else experienced slow maturing male Cochins?
