No.

Any bird you request, you have to pay for. The hatchery puts in packing peanuts, or they don't. You don't ask for them. It depends upon the weather, how many chicks you ordered, and (I suspect) how many extra roosters they have to get rid of.

If you order 20 RIR pullets and they ship 23 RIR pullets, those are not packing peanuts. Those are spares in case 1-2 die in transit. If they ship 20 RIR pullets and 6 leghorn roosters, your leghorns are packing peanuts.
