What is a PT or NPIP tested flock?

If you read the links I provided, you would have read that
"Poultry owners who want to show, sell or trade their birds in Texas must seek assistance from the Texas A&M Veterinary Medical Diagnostic Laboratory."

The process is simple and explained therein.
If that's complicated, the last line says,[COLOR=0000CD]"To learn more, contact TVMDL’s Poultry Programs Administrator J.C. Essler at 888-646-5623."[/COLOR]
I read that to mean, you need an NPIP approved flock to sell anything - eggs, chicks or adults in the state of Texas. As is the case in most states.

If you live in Texas, then Craigslist would also be included.
How would Craigslist sales be excluded if you want to sell chickens in Texas legally? It doesn't say, in certain venues you can sell without it. It says, if you want to sell - period.
If you're selling chicks that are from your breeding stock - and your breeding stock were to have Pullorum or Typhoid, then your chicks would have PT.

This has been the case since the 1940s when this program was initiated because those diseases devastated the poultry industry across the US. They don't want to backslide and devastate a hundreds of billions of dollars industry for a few Craigslist sales.


I was told by my PT tester that to sell IN Texas you only need PT testing if you sale from your farm. If you sale offsite you need a license from TAHC. He also said that if you are PT tested in Texas you can ship out of states but you have to check with the state requirements of the receiving state.

Although in Texas testing is the same for NPIP as well as PT testing. Only thing different is price and license number

I got to talk to J.C Essler of the NPIP program fro Texas and he said in short that in Texas you get the PT test done and then apply for NPIP application and sign membership and fill in flock information. For an independent flock owner it's $100 for a 12 month period starting in July of every year and ending in June or the following year. AI testing is separate and at owners expense to pay for supplies and veterinarian AI tester. It is shippers responsibility to make sure state allows incoming birds from Tx w NPIP by calling the Official State Agent of that state. (List located on NPIP website). This is what he sent in email to me:

Please see the attachment for information on the NPIP Program in Texas (NPIP Information PDF). If you would like to join the NPIP, you will need to:
1) Test your flock under the Texas Pullorum-Typhoid Program; Program (Please see TVMDL PT Program info. PDF).
2) Request NPIP membership to my office after you get your flock tested under the Texas Pullorum-Typhoid Program;
3) Complete the enclosed Memorandum of Agreement (MOA); to the Texas Poultry Improvement Association;
4) Return MOA to my office with check payable to the Texas Poultry Improvement Association.

The NPIP can be a real benefit to you when you are selling hatching eggs, baby chicks and mature birds and/or showing birds out of state, however if you are only showing birds, or selling birds in Texas, then you will only need to have your birds tested under the Texas Pullorum-Typhoid Program (Please see TVMDL PT Program info. PDF).
Please note that as the shipper of product (hatching eggs, chicks, and mature poultry) into a state, it is your responsibility to know the entry requirements for that state. The following link is the State Importation Requirements as Reported by State.

If you want to join the NPIP in Texas please send a copy of your Texas PT Certificate with the Memorandum of Agreement and check payable to the Texas Poultry Improvement Association to my office.
