Our pekin’s foot/leg is extremely swollen. It started out with swelling around her ankle and the bottom of her foot. No injury, no Bumblefoot (that’s dirt on the bottom of her foot). I wrapped her leg/foot for a long time but it made no difference. I did two rounds of antibiotic injections, Tylosin 50 and Vetrimycin. I cut two spots with a scalpel to see if there was pus or infection in the tissue and there wasn’t. No change and it continues to get worse. I tried to find penicillin with no luck. She still walks and eats and acts normally. What should I do? I haven’t found a vet anywhere near us that sees ducks.

Is this dirt or a small scab? If it is a scab it could have been the origin of the infection and why you didn't find anything when you cut into her foot.

I brought her inside and cleaned her foot. She does have the one black spot on the side of her foot, but it’s flat and not swollen in that area, so I don’t think it’s an infection.

You might want to order some Baytril and see if that helps. Must be infection or inflammation going on in there for there to be swelling.
https://www.backyardchickens.com/threads/another-bumblefoot-post.1492463/#post-24896429 this will give you where to order and doses.
I'd keep her from overusing that foot until you can see the swelling go down. Soaks in warm Epsom salt can help with swelling just don't let her drink the water.
