Some chicks keep the wet look of their fuzz even when they aren't actually wet anymore just because they don't preen themselves to fluff up the fuzz. If the temp is at or near 95 your chick shouldn't need more heat.
You should be able to tell if the chick has membrane on it by touching it. If the fluff feels soft but matted then it isn't wrapped, if it feels leathery then it is covered in dried membrane. If the chick might still be wrapped, draw about a quarter inch of very warm (like a hot shower) water in a shallow dish and dunk it's hind end for about 5 seconds. If membrane is there that will moisten it and it should lift from the body fuzz a bit. Once you get a little off you can use a wet finger to moisten off more of the membrane, just be careful not to pull too hard on the membrane as you remove it so you don't injure the chick.
I would give your weak chick some molasses water (mix a small amount of molasses into warm water so the color is that of weak tea). Usually if you dip the tip of the beak in the chick will then tip it's head back to swallow. The molasses will do several things, it will give the chick added calories and energy. It will also help prevent pasty butt.
That is the next thing you have to check for, pasty butt. Run your finger across the chick's vent area to feel if there is any poop stuck there. If there is then you need to remove it ASAP. Do that by soaking the vent area for a couple of seconds in very warm water then rub with your finger to break up the blockage. If your chick turns out to have pasty butt you will need to check several times a day to make sure it doesn't return.
