I wouldn't try cutting it off if I were you. Moles, warts and other funny skin tag things often have a much bigger blood supply than you'd expect. It could end up bleeding heavily and I don't think chicks have all that much blood in them in the first place!
It looks like displaced comb or nare tissue. If it is, it will probably enlarge. IF you are going to remove it, I would do it ASAP otherwise once it establishes a good blood supply and nerve endings, it will really bleed and be painful. Sometimes "wait and see" is not the best approach.
