What is this? Eye swelling? With picture.

Okay, so I was wrong about what they were telling me. The respiratory form of fowl pox is in fact, very dangerous. However, if you immunize the rest of the flock with the less dangerous form, they will be immune to the more dangerous respiratory form. I guess, in fact, all I needed to do is vaccinate those not affected yet and then let the disease run its course on the rest of them. Those immunized would have been fine.
 
Fowl pox comes in two forms...wet or dry. Here in Fl were there are lots of mosquitos....it happens often. Dry form gives scabs on exposed skin...can irritate the eye if scabs form around them...never seen it just make the skin puffy like you pictured.
Wet pox is the worst form...they develope sores and puss in the mouth...sores that get bad around nostrils and can cover the eye.....respiratory problems.
Once recovered they normally do not get infected.again.
