What is this white hen?

Leghorn for sure. She's probably further from lay which is why her comb is so small. Your brown one is probably just about to if not already laying. Within a month or two of getting in cycle, that comb will blossm and eventually flop over. But like all individuals, she could be a small combed lady.
 
She's a leghorn. Her comb will grow big pretty soon, I bet. A hen with white earlobes will lay white eggs, and the only white non-crested hen that lays white eggs from the hatcheries is a leghorn.
 
Here's a pic of one of my white leghorns at 12 weeks old. She's the one on the far right. See how little her comb still was? The white one on the left is a jersey giant. See how different their body styles are?

Now I have a 16wk old leghorn pullet who just started laying this week. Her comb is much taller than this pic, but not flopping over yet. It will... she's just a kid. I'm sure your birds are leghorns.
 
I just went through the white leghorn pics in the contest thread. I was way wrong..... That is for sure a leghorn!!!!
But I will leave up my first post because its still a pic to look at, and more pics are better than less pics!

Well that settles it. Thanks to all who answered. She has been such a puzzle to me. I just couldn't think of her as a leghorn with that little comb. LOL Now I will be watching her closely and the brown one too because of her comb flopping over. My Amber (New Hamp) has a comb that is turning over too. I had a feeling they were getting ready. I have started feeding them layer along with the flock raiser that I have been feeding. I know some will not lay this early. But several have started to have their comb turn a little brighter in color too.
