They nest on high trees and rock cliffs so he could have fallen. They only breed in Utah an are not seen in utah except breeding season so that's probably why you never see them. When nesting the parents both parents incubate the eggs and rear the young so they wouldn't be running around to much. The chicks are on their own at 10 weeks old and the flocks leave Utah. If you have pelicans your waters would support these guys. They are not water proof so his feathers might be funny looking but that boy is a very young one too.

looks like an anhinga to me. also anhinga are the only birds that hunt by stabbing fish with its bill.

Anhingas have a straight, pointed bill. That is a cormorant. Doesn't look like any of the native ones, though. Native ones would be protected species. Shouldn't be any in Utah, though.​

In most states they are protected and very illegal to have. Why they are protected is amazing to me as there are thousands and thousands here in every river lake and pond.
