that motto is quite a confusing one and i cant really think of something saying its not a stupid motto. maybe it is to mean that oregon is dependant on its own people and the state itself is independant?

I live in Oregon and yes it does sound dumb. We had an unofficial one uttered by the late govenor Tom McCall

"We want you to visit our State of Excitement often. Come again and again. But for heaven's sake, don't move here to live. Or if you do have to move in to live, don't tell any of your neighbors where you are going". This was condensed to "Come visit Oregon just do not stay".
He got a lot of support on this one at the time.
