Is this approximately 19 week old chick a pullet or cockerel? Could you also help me figure out what breed or mix she/he is? She/he was sold to us as a Barred Rock, but I am certain she/he is not. The bottoms of her/his feet are yellow and I think she/he has a cushion comb.

100% pullet, congrats!

As to breed, it might help to know where you got her. Farm store? Previous owner? Poultry auction? Breeder? Shady back alley deal?

Just going by the pictures she could be a black wyandotte.

Well that should rule out barnyard mix, most farm stores get their chicks from a hatchery so she's probably a specific breed or hatchery hybrid. You might be able to call the farm store and ask them which hatchery they order from. Then you can check the hatchery website and see if you can find a match.

Hoovers is the hatchery all of the stores in my region order from. I didn't see black or blue(blue/black/splash) wyandottes on their website but sometimes hatcheries sell breeds that aren't on their website to retailers.
