What to do when the predator is a person?

If the ducks are on your parents property...then there is some recourse. If they are across the road on public property, there is no recourse aside from giong through the human society or SPCA for cruelty but be forewarned, them leaving your parents property could and most likely would be viewed as negliect on your parents part. They have an obligation to secure their animals.

Sick SOB to deliberately to something like that though.
 
I'd whip up some stufffed decoy ducks, or papier mache' ones and get a game cam set up, or hide a video camera that you can turn on with a remote control when you see them coming. It could prove intent and identify the person.
 
The county does not own 10' onto the property. I know this because they built a 40' x 80' horse barn that sits 7' off the road. The old fence was just 2' from the road. The building was permited to be built there. And for whoever said it's the owners fault not the person who did it. Maybe if someone ran through thier yard and drove over thier birds they wouldn't be saying it. Sounds to me like they would do something like that to someone just because they were mad and wanted revenge.
 
Counties will make allowances. But they do have the rights to X amt. of feet off the center of the road in each direction.

And if a new road was coming thru or they have new design plans, fences and buildings would be moved. Call Dept. of Transportation. They will tell you exactly from the center of the paved road to X amt. of feet off each side they have final rights when paving state roads etc.
