Actually, for coturnix and buttons the rubber matting makes their legs splay, they just don't have enough traction on them. Quail chicks move a lot faster when they first hatch than chickens do, they need something with good grip on it. I use kitchen towels in the brooders for my babies, they get much better grip that way. In your incubator I'd just let them hatch on the wire, they can get a grip of it with their toes. Also, if you have any others that have curled toes, leave them on 1/4" wire for a few days and they usually straighten out on their own.
Also, you say that your temps are at 100* and humidity at 60% but are you sure? Have you tested your thermometer and hygrometer to make sure they are accurate? Day 16 is early for coturnix, I've had whites that hatched on day 16 religiously, but I know they hatch then. Any others that hatch before day 17 are early in my book. If you're going by the fact that the 1588 is preset to 99.5 degrees...don't. Mine ran at least 1 degree high when I first got it and it took me forever to figure out how to adjust it.
Thanks for the advice. I am positive about my temp and humidity. I have calibrated them both. The hygro is off by 9% so I have to add 9% to it. The temp is dead on.
ETA: I think it's just a bad chick. He's not going to make it. If I had some sharp scissors, I'd do what needs to be done. All the rest of them are doing fantastic.
