What to do with Cygnets?

We purchased a property that came with 2 Mute Swans in November, 2019. They hatched 3 Cygnets May 19, 2020. We now don’t know what to do with them. We want to sell them. They have not been sexed or pinioned. Can they be sold without doing those things? Again, our first time owning swans and learning as we go. Thanks for any advice you can provide. We are west of Columbus, Ohio.
