whats going on with my ducks

i have one male duck and he is attacking his unsexed juvenile duck
he will run up from behind and walk on top of the duck and get ahold of the neck and stay like that
whats happening and what do i do

He is trying to breed the juvenile duck - time to separate them until juvenile is older and sex is determined.

I agree. This is normal breeding behavior. The drake will hold onto the back of the head/neck feathers and stand on the back of the hen (in or out of water).

they have been separated ever since the egg was laid with two exceptions
one is when we let the duck outside and decided that it was best to keep it in an area enclosed with pipes and chicken wire with food water and shelter
the second time was more recent when we let it out after it grew up a bit and the ducks got used to seeing it
