What's killing my chicks? Hurry please

They might seem fine at the time your watching them. But when there body temperature drops it's almost too late to save them. There babies they don't know any better.
Alright. Let's see. I'll warm the chick up and see how it's doing.
 
Try giving your chick some sugar water- water that's mixed with sugar. Add stuff to their drinking water like some Apple Cider Vinegar with the mother or that other stuff that I'm not quite sure what's it called.

As far as heating, maybe you can try a heat plate? The heat pad might be an issue, though you seem to doubt it is, so it might be fine. I'm just concerned it could be burning them, causing something enteral wrong like the crop, electrical shock, or something else. To test, place your fingers or hand on it for a little while in different spots. Be checking for an electrical shock or anything like that that could be a defect.

Once the heat plate is ruled out, check for anything from pasty butt to swollen crops to inlarged veins. Where did you get these chicks?

Bring the ambient air too 99/100F , the chick will let you know it's over heating.
I can try but I don't have a working heat lamp... I'm down a bulb. I have the heating pad out and have her on it, it's very warm, and then I warmed up a glass of water... Are you sure it's the cold? I've raised silkies with just microwaved mason jars full of water and they were fine.

No...I'm not convinced cold had anything to do with it. A heating pad should be plenty warm enough.

Thank you for the response! The heating pad is just perfect to my touch. It's called small animal heating pad and it's brown, I can send a link later, but it's on Amazon. I originally got it for my rabbits when they kindled in the winter.

I got the chicks from Family Farm and Home. I have gotten her to drink sugar water! But I feel it's just instinct to drink when she has water ... But we will see.
