It's so dry that the water instantly evaporates and cools like crazy. I couldn't fathom that until I experienced it. Back east, on the other hand, one steps out of the ocean on a hot day and gets hot again quickly.

You’re right about shade, it takes some of the edge off as long as you’re not working in it. I’ve learned to drink some sort of sports drink the night before if I have yard work to do in summer, and lots of breaks for cold water during the work.I'm in the dry desert of AZ also. The supposed "feels like" temp considers the humidity factor (among other things like wind) but it's not always accurate in my opinion. It more depends on the individual and their tolerance for dry heat vs humid heat.
Hubby and I grew up in a humid environment and have been here in the desert for 20 years now. Hubby will sweat like crazy back east in 70F but not sweat here when it's 100F. That doesn't mean it isn't hot though! It sucks me dry and leaves me drained if I don't hydrate, hydrate, hydrate. A breeze will help tremendously, as does the shade. Shade seems to make little difference in a humid environment.
