Tropical Cyclone Jasper is expected to intensify again today as north Queenslanders brace for landfall tomorrow.

The weather system weakened to a category one over the weekend but could redevelop into a category two as it moves towards the Australian coast.

Bureau of Meteorology senior meteorologist Harry Clark said while the impact of the cyclone could bring winds of up to 90kmh today, the "worst was to come".

"[There is] potential for some damaging wind gusts developing this afternoon, this evening, for areas to Cape Flattery and Townsville. That does include Cairns," he said.

"As we go into tomorrow, that's when we're going to start seeing the worst of the impacts."

Mr Clark said destructive wind gusts up to 140 kilometres an hour could be experienced between Wujal Wujal and Innisfail from Wednesday morning.

"It looks like at this stage the system will cross as a category two, probably around midday or shortly after, and at the Port Douglas area."

He said there was a "very slight chance" the cyclone would strengthen into a category three system before crossing the coast.

"Over the next few days, you can expect to see many hundreds of millimetres [of rain]... particularly to the south of the crossing location," Mr Clark said.

"So certainly not just a wind risk, also a rainfall and flooding risk ... we do see the risk of exceeding the highest tides of the year, particularly on morning high tides over the next few days."

Cairns Mayor Terry James said there was no time for complacency as conditions deteriorate.

"It's been over 60 years since we've had a direct hit to Cairns," he said.
