When should I start giving my chicks water?

If the chicks are with a mama hen she must have some water and food source. It is likely the mother hen is showing them where to get food and water.

Is there anyway you can get involved in this situation and help? Inform your friend that he should be feeding a balanced chick feed and supply feed and water?

If you can get involved, start by supply some clean plain water, and some sugar water to help give them a boost. Make a mash out of chick feed, and offer that as well. Make a mash of egg yolk, sugar, and feed. Don't offer this free choice, but see if you can get any of the chicks to eat it. That will give them a boost.
Do you have access to electrolytes, probiotics, or anything similar to your area? If not, sugar will help.

I'm just curious, is the hen free ranging with the chicks? Or is she somewhere she can't provide for them? I just ask because there have been times when I had hens provide for chicks d@mn near without any human assistance at all during winter.

It could be that they assumed the hen would do all the heavy lifting like finding food and water. Not sure why they would use cornstarch for that though. It's basically just good for stopping bleeding

Yeah I told him to make a homemade electrolyte solution for them along with proper starter feed. I'll give him some probiotics as well. He says the chicks are getting more active, now we'll just have to wait and see
