When to call it quits on these quails.

I just started with quail this year and the main thing I've come to realize about them is that they are absolute dirt worshipers. I give my caged quail a nice chunk of sod every day and they spend all day tearing it apart, playing, rolling, eating and sleeping in it. It keeps them well occupied. You might want to give that a try. I also have several hides and a high walled dust bath in each cage so they have a chance to get away from each other when they need to.
 
Only problem now is dealing with the 'eyeless' quail... I seriously need to cull him, but he’s eating, drinking, and has a will to live... what would you guys do? Cull him even though he’s trying?
 
Here's one way to think about it. Injured animals like your quail live because they have no other option. He can't exactly decide to lie down and die. Life has no "off" switch. It's up to you to do that for him. I think of it as the last, best gift we have to give our suffering animals. Peace to you. :hugs
 
it happens I have a 'spa' tpe cage for my quail, and rotate them in and out of the 'spa' cages they are much bigger, with bigger dustboxes, some fake plants, and just in general roomier When I see them stressing on each other in their regular smaller units, I rotate them around They need a vacation also, ya know?

Why can't they exist full-time in bigger cages? If you consider the bare necessities a spa, I'm a bit nervous to know how your quail live the rest of the time.

I raise my quail for my familys needs, but I do like them to be content

Why would you be nervous about how I raise my quail, since I just built them a shed just for them, with AC, ceiling fans, etc. I take care of my animals

and Ihave a space issue, as you would see if you saw their house

It sounded like you were treating space as a treat rather than a necessity. I've seen some pretty gnarly set ups, online and locally, and those owners always had an explicit attitude of "These animals should be grateful for whatever I give them," regardless of actual care provided.

Your 3x2 setup sounds small, but not abysmal—hope that shed situation works out without overcrowding!
