My pullets have continued molting on a steady basis for quite a while now, I'm just wondering when it will stop

Because they are only 12 weeks old they are not moulting- they are actually still growing their adult feathers. They should have their full adult plumage by the time they are 16 weeks.

Usually, most young birds stop shedding feathers and growing in adult plumage between 16 and 20 weeks. This is why it's important to keep them on starter or grower until they start laying. They need that protein for all those feathers they are growing in.
