Pet cockatiels can often vary in size, and therefore their wingspans can as well. I believe you if you say that George's wingspan is not 20 inches. I don't know anything about quail, either.I know nothing about quail, but could you use that cage for quail? Turn it on it's side and reinforce the bottom somehow?
Just get the bird. It will probably not spend much time in the cage anyway. You will probably have it riding around on the rabbit's back before long while it runs circles around you legs.I don't know anything about quail, either.
