White clumps under wattles

There is some kind of white, clumpy buildup under my rooster’s wattles. Both sides have it but this side is worse. I haven’t tried to pull any off yet. It’s attached to the feathers.
Does anyone know what this is?

Lice nits.
Treat him and the flock with a Permethrin based poultry spray or dust. Housing needs to be treated as well.

For those nits under his wattles, you can apply some coconut oil to help loosen them so you can get most of them off.
 
They certainly look like it. I think it might be poultry lice. I read that poultry lice like to lay eggs under the wattles.
Elector is really expensive, but It will kill mites really well. You can buy cheaper Elector on Ebay valleyvet. If it is too expensive for you, you might want to find something else, but it worked really well for us.
 
Well my tsc had nothing for it. No permethrin or safeguard. I did pick up some DE. I have Ivermectin pour on for cattle (5mg/ml). I’ve read this can do the trick. Do either of you have experience with using this on chickens?

DE isn't going to treat an active infestation.
See if you can order online from your TSC to pick up in a couple of days.
Here's a few products you may be able to find to order. The Permethrin 10 is a concentrate that you mix up, it give you the most bang for your buck.
