White Rock, dude or dudette?

That looks like a pullet to me. The comb and wattles are really large for a pullet, but they aren't bright red yet. It carries itself like a pullet. The only feather I can see sticking out where hackles would be is rounded. Are you figuring 12-13 weeks?
 
Not crowing, but definitely is the leader of the flock.

Crowing/eggs is the only way I'm going to be 100%, right? Because I have videos of noises if they will help.
Many don't start to crow until 3-5 months of age. Egg laying starts at 4-6 months. You have a long ways to wait for either. At 12 weeks with that amount of comb development you can be pretty sure it's a rooster.
