Solved WHY? Are some members NOT ALLOWED to P.M. me?

I cannot find a privacy feature or member blocker feature nor wish to use one within the Private Message System.
But today it was brought to my attention that a member was unable to invite me to a P.M. and was receiving an ERROR MESSAGE.
I don't know how many people have tried to contact me via P.M. in the past and could not successfully invite me to as such. Although I vaguely remember, a couple of similar occurrences in the not too distant past, a couple members mentioned this but I dismissed it and started the conversation personally.
Today I asked a member to grab a screen shot and send it to me. I asked permission to post it here and it was granted.

How do I UNBLOCK members from trying to contact me VIA P.M. system?
Inquiring minds, want to know.. Thank you in advance.

Scroll down and double check this section:

If that box is NOT checked I think it does not allow anyone to start a convo with you.
Make sure it IS checked and select one of the drop down options.

IT WAS CHECKED AND SET FOR MEMBERS WHO FOLLOW ME ONLY..
