Why can't I start a new Classified ad to BST?

It gives me an error message saying I should read the rules....I can't find any rules to look over to see why I can't? I only found the 20 post minimum rule.... please help.

That's the rule it's talking about. It can take our system a little time to "catch up" with you. I see you made several of those posts today. You will probably find it will accept an ad later this afternoon, or this evening.
