Why did one stop growing?

I have 2 silverlace wyndottes about 4 months old. Recently one has stopped growing and the other passed her up. Both are hens as far as I can tell and both eat and act normal. Any ideas? Should I quarantine the smaller one?
 
Neither are boss, I have 3 layers, about 8 months old and they rein over these two. It may be a rooster but I really dont think so. They look exactly alike except for the size.
 
Sometimes they grow faster then the other. Might be she is low in the flock dynamics and dont get as much as the others . Keep an eye out if she is being chased from the feeder. If every thing is normal she will/should catch up.

What type of food/treats do you feed?
The 8month olds - are they keeping her from food?

I would not quarantine her unless she is sick or being severely bullied/kept away from food/water.
 
I have been watching her. She seems to take her part and eat all she wants. I feed non gmo layer feed plus chick feed in a seperate container. Ive seen her eating from both...plus I give meal worms mixed with sunflower seed for treats. I always throw some in different parts of the run so everyone gets some. I also give fresh vegetables such as cucumber, squash, tomato and pumpkins from our garden. They are well fed well and spoiled! I don't know how to post pictures on here or I would. Sorry. I also have one Silkie rooster in the flock. He tries to keep peace among the girls. ☺

It's hard to know when was a bit behind in development. Since she's only 4 months old, I would encourage her to eat the chick starter for most of her daily diet. She may also benefit from getting some poultry vitamins once a week.
