My son use to declare/swear that my little BA was a rooster, because she had such a defined comb and wattle very early...she reminds me a lot of your cupcake. I agree with the others who said they are just developing at different rates. Here's my little June Bug at exactly 17 weeks. Look at her comb even compared to the BR next to her, who was exactly the same age...
