Why do some hens not lay eggs?

We had a black hen who tragically died at two years old, but she had never laid an egg. And we have another white hen who's near three years old and has never laid an egg. Do certain chickens not lay eggs or not want to?

Sometimes a chicken will just never develop eggs to lay in the first place. Other times it could be an incident, or sickness that caused them to lose their ability to make eggs, it can vary.
