Is he gasping or his he choking? If all of the other chicks are fine, then it probably isn't an illness. You should dip his beak in water to see if he will drink something. But if he's choking, don't force feed it anything, because that will clog his airway even more.

Im so sorry... First thing I would have suggested would have been cooling him. If it happens again, and your chicks seem distressed, think cooling, because chickens don't have good cooling systems in their bodies and at temperatures near 40 Celsius they start to have a bad time. So a fan can even help. Fluids, space apart from other chickens can all help.

Panting can mean he is too hot. It can also be a sign of pain. It can mean he is unhappy somehow. Or it can be a sign of illness... calcium deficiency maybe, or vitamin deficiency... a virus even.

I'm just so sorry. My heart goes to you for that time...
