Why is my rooster small?

So... I have a rooster Whom is small ._. he has all his feathers and his comb is bright red and fully grown but Why is he so small? like just take your hands and make a circle boom that's how big he is and plus he is like 1 foot tall ._. does it have to do with his breed or is it just the genetics. I mean he can hop on the hens no problem but not my common brown hen whom is bigger, I call him Neon because of his bright feathers but any ideas on why he is such a small rooster?

A rooster can be as small as 1 lb if he is a bantam. Do you know what breed he is? Pictures would be of great help.

The lady that I got him from had bigger bantams but I chose the smallest because he was a sweet heart

So he is a bantam. And he was the smallest bantam she had.
