Why is my Rooster so aggressive???

Those "hens" will not be teaching him any manners, because they are pullets younger than he is:


Putting a cockerel with adult hens certainly can help him learn manners, but that does not appear to be an option here.
I actually have 10 older hens! But they already have a rooster and I dont want him fighting with the other rooster.

You could consider putting him in a pen next to the mature flock, so he can easily watch how they act.

Or even moving the other rooster into a different pen, and putting this cockerel in with the adult hens for a while.

I personally would think you have enough hens where there may not be fights. There will be pecking order issues.

I assume the lines have been blurred between chicken and human behaviors and interaction with the older birds likely will help. At 12 weeks old I think you’re still within the realm of where the older rooster would not be threatened by his presence but will keep him in line. But see and don’t touch and watch.

if you are already seeing aggression to other animals i do not think you can successfully raise him separate and ever not have these issues.

So he should have been raised from babyhood with that rooster, because it's way too late now for them to get along.
You could separate that rooster, or some of his hens, and have your cockerel spend time with those adult hens. Should be interesting!
