Why isn’t Cockerel stopping hens from fighting?

Hey, guys I have a question about my cockerel. He is kinda shy and doesn’t attack me which is good but I’ve noticed that when the pullets are fighting he doesn’t stop it. It gets pretty intense sometimes so I have to intervene. Is it because he’s to young?

How long has the barred one been in the group?
Did you introduce slowly or just add that one as soon as you got it home?
Is there any hiding places in the run?
How big is the run and how many birds total?
She has been here for about 1 months , I quarantine her for about 2 weeks and I stayed out with her to get them introduced. She has many places to hide, but she mostly flys she jumps on things that are tall to stay away from the other hens. They have a little over 2,000 sq feet and I have 12 chicken but 3 are baby chicks
