Why isn’t my second rooster crowing?

Why isn’t my second rooster crowing? The other rooster is and they were both hatched together. The first rooster which is an Easter egger is kinda aggressive and the other roo is more docile and is a scaredy cat. But they are almost 8 months old. Do anything will help, here are some pictures of them.

I agree with @nuthatched if one cockerel is more dominant, the lower ranking cockerel is too submissive to crow. Another reason for not crowing is illness. Give him a once over to make sure he's not injured, too thin, crop issues, bumblefoot, bugs, etc...
