Why would someone do that?!!

gamefowl are bred for cockfighting. the dubbing/cutting off of comb and wattle was originally to make them better at fighting, then became a requirement to show the breed in official poultry shows. now fighting is banned in most countries but i guess the tradition remained?

They have to be dubbed to be shown "placed in a show"
