Will a rooster mount a pullet that isnt laying?

I have a Turken roo & mottled houdan that i got 4/1/19 as day old chicks. the roo is mounting the hen already, is that normal? I thought she was still too young. All of the other young pullets fight him, but she accepts it? Is she going to start laying early? Or? Thanks in advance

They are 13 weeks old
 
ok cool. ive had young cockerels before ad have several now the same age, but hes the only one mounting any of the younger hens, so wasnt sure if it was normal or not. thanks!
 
Older ones not so likely especially of there are older hens around.
 
Yes they will. I have a 1 1/2 year old rooster that mounted a 6 month old (nonlaying) pullet last week.
He may recognize that she is ready. I've had that happened a few times and the pullet began laying within a week or so.

It's normal but not necessarily 'good'.
A really good cockerel will not mount a 'not laying yet' bird....
...those cockerels are rare.
