Will chickens lay without any nesting material in the box?

I have developed a bad girl who has a taste for eggs. I've tried the "easy fixes" such as filling an egg with mustard (which she ate every drop of mustard) and leaving an egg filled with pepper and hot sauce....but she still ate it all! So my two options were to cull the girl, or turn my nesting boxes into roll out boxes (which is what I did). My concern now is that I can't have my normal pine shavings in the box that they are used to. I put down a rubber mat for some cushion for the egg, but will they lay in it when they are used to making a nest? Does anybody have any other ideas for nesting material that have roll out boxes? Thanks.
 
My girls will lay in the nest box weather or not there is anything in it or not. I use a mix of pine shaving and straw, but if pine shavings dont work for you, you could use just straw
 
Mine do fine in roll out boxes with mats that I got from Cutler Supply. It's similar to astro turf, but has holes that make it easy to rinse off. They are available from various poultry suppliers.
