They definitely prefer to lay in hay or grass hay.
Everytime I add wheat or oat hay to my pen they make a little neat nest and all the eggs will be in it. Not a burrow nest like that awesome one someone posted, but just a little bowl nest. The eggs stay alot cleaner in the little hay nests too, especially since i do (sand )deep litter, they will bury their eggs from dust bathing all day if theres not a pile of hay in the corner for them to lay in.
