Will roosters bite the necks of other roosters?

I have three 13-week-old silkies, two of whom I've assumed so far to be male. My white one has started crowing, while the black one only has several physical traits of a rooster (blue tail/wing feathers, wattles larger than the others, non-puffy head feathers, red around the eyes and beak).

But today I noticed my white rooster biting and holding the neck of my black silkie. Would he do this if they were another rooster?

So far, I've only read that they'll do this to a hen, but could it be an act of dominance or aggression? Or do I actually have another hen?
 
Yes. I have 7 new males in that obnoxious chicklet changing over into young adult stage and they are horrid about grabbing with the beak and trying to kick the living daylights out of each other. They will do the same to your hand if they're in a mood too, latch on and kick. I just ignore it, pick them up and pet them. It startles them out of their mood and quite quickly convinces them that you can't be treated like another chicken. The vast majority will get over the enthusiastic aggressiveness once they get their dominance order sorted out. The nice thing about roosters is that they usually learn to socialize well and will reveal their characters long before they get to the stage of growing out their spurs. You'll know what you've got before they get potentially dangerous, in other words, so try to be tolerant of their outrageous behaviour in the meantime and maybe even find some humour in it. (Obviously, if they're doing actual physical harm to one another, you'll have to separate them, but normal aggression usually doesn't go that far as long as they've got enough room to get away from each other...)
