RHRanch makes a very pertinent point. Children lacking sufficient healthy food for growth, through poverty, and also free access to health care, can be permanently damaged. At the very least they may never reach their optimum size, or enjoy good health. This may mean that they never achieve their full potential as adults. The cumulative results of this is that the workforce is less productive.
You don't have to be a genius to see that if you are to succeed as a country, you plough money into infant welfare and the nurture, health care and education of the young. It is the business of all of us to contribute unstintingly to the welfare of all our children, not just the ones born to us. It is ridiculously short sighted of people to condemn poorer people for wanting a family. It is as well to remember that any of us could end up in a care home in our later years, and we could end up being cared for by the very children we said should not have existed.

Norad already does that. But finding one or two planes that maybe hijacked when there are 100's of planes is not that easy if not impossible to do in time.
